EWRC REPRESENTATIVE WITH AN ACKNOWLEDGEMENT BY THE NETWORK OF THE EUROPEAN WATER REGULATORS /WAREG/

The director of General Division Water supply and Sewerage Services at EWRC, dr. Ivaylo Kastchiev, was awarded an acknowledgement plaque by the WAREG President Mr. Andrea Guerrini. The prize was in relation to Mr. Kastchiev’s personal contribution in the planning and implementation of a large-scale study on the approaches of regulating the prices of water and sewerage services in the WAREG member countries, as well as in relation to the drafting a report “Tariff Frameworks in WAREG Member Countries”.

The results of the study were presented by Dr. Ivaylo Kastchiev within the First European Forum on Regulation for Water Services, organized by the Italian Regulatory Authority for Energy, Networks and Environment /ARERA/ on 3rd December 2019. Within the project a detailed and operational study of the pricing methods of water supply and sewerage services was carried. The analysis encompasses the existing practices in 23 WAREG member countries and covers all pricing aspects - regulatory powers and periods, pricing methods, fixed and variable prices and block tariffs, treatment of operating costs, allocation of common costs and optimization approaches, depreciation costs, treatment and accounting of investments, approaches to determining the regulatory base of assets and rate of return on capital, as well as consumption.

The findings and conclusions in the report show significant differences in the approach taken in European countries. The outcomes of the study confirm that the approaches applied by EWRC in implementing the economic pricing regulation of water and sewerage services are comparable to the practices of time-tested and leading water regulators in the continent.
