EWRC AND ANRE (ROMANIAN REGULATOR) EXPERTS EXCHANGED EXPERIENCE ON MARKET MONITORING PROCEDURES WITHIN THE PROJECT "IMPLEMENTATION OF EURO ELECTRICITY MARKET IN BULGARIA – II PHASE"

Electricity market monitoring good practices as a key factor in ensuring power exchange transparency, equal treatment of participants and prevention of illegal practices by traders were the main topics of the meetings held on 26 and 27 September 2016 between EWRC and ANRE experts.

The meetings between the experts of the two regulators in Bucharest were held in the framework of Task 3 of the Bulgarian-Norwegian project "Implementation of Euro Electricity Market in Bulgaria – II Phase", financed by the Programme BG 04 "Energy efficiency and renewable energy," of the Financial Mechanism of the European Economic Area 2009-2014. EWRC experts informed the Romanian colleagues about the results of the implemented project and its role in enhancing the EWRC expertise in the market monitoring area. During the discussions with representatives of ANRE, of the Norwegian regulator NVE and Nord Pool Consulting, Bulgarian experts were informed on the ANRE practical experience in electricity market monitoring. The presentation of Natalia Vlad, director of the Market Monitoring Group in ANRE, presented the overall mechanism of ongoing market monitoring, for which the regulator publishes a monthly report on its website. A communication with the platforms of the Agency for the Cooperation of Energy Regulators was presented as well and the planned steps for their online access.

During the work meetings special attention was devoted to the ways of collecting data for monitoring purposes, as well as the data form and processing in order for those to be in a form suitable to perform the analyzes. Bulgarian, Romanian and Norwegian experts discussed the Market Monitoring Handbook elaborated within the Bulgarian-Norwegian project and its application according to EWRC needs. There was a common opinion that the Handbook shall contribute to the overall standardization of market monitoring procedures, which the Bulgarian regulator is to follow.
