PRACTICAL TRAININGS FOR THE EWRC REGULATOR’S EXPERTS ON EXERCISING THE POWERS UNDER REGULATION (EU) №1227/2011 (REMIT)

The trainings are organized within the Project "Enhancing the analytical capacity of the Energy and Water Regulatory Commission" under OP "Good Governance", co-financed by the EU

 On 14, 16 and 23 October 2020, EWRC experts will participate in organized three one-day seminar trainings related to the exercise of Regulator’s powers under Regulation (EU) № 1227/2011 (REMIT). The trainings have a practical orientation and are to be carried out within the activities of Project № BG05SFOP001-2.012-0001 “Enhancing the analytical capacity of the Energy and Water Regulatory Commission”.  The Project is co-financed under procedure BG05SFOP001-2.012 of the Operational Programme “Good Governance”, co-financed by the European Union through the European Social Fund. EWRC is the beneficiary of the Project and the activities are being implemented by the European Bank for Reconstruction and Development (EBRD). The total cost of the Project is BGN 1 300 000, of which BGN 1 105 000 grants from the European Social Fund and BGN 195 000 - national co-financing.

 The Project main goal is to enhance the analytical and technical capacity of the Regulator and to improve price regulation and electricity market efficiency, in particular the efficiency of the electricity network enterprises and the quality of network services provided by them.

 Among the trainings topics are issues related to investigating an alleged violation and taking oral explanations from individuals in cases of potential REMIT violation. The lectures and practical exercises will be led by Bulgarian and foreign experts - consultants in the Project. Special focus will be placed on procedural actions and protocols for collecting electronic evidence on spot and extracting suitable evidence for presentation to the Court. In practical terms, actions of the investigating experts will be analysed that relates to seizure of telephone data and electronic data from computer information systems and mobile phones.  

 Within the activities under Project № BG05SFOP001-2.012-0001 “Enhancing the analytical capacity of the Energy and Water Regulatory Commission” draft bylaws have already been developed - regulations, methodologies, instructions and rules related to the wholesale energy market monitoring. Draft Internal Rules of EWRC investigating expert has been developed in the proceedings for establishing a violation under Chapter Seven "a" of the Energy Act.
