Regulator’s role in connection with security of supply and high energy prices 

On 5 and 6 April 2022 EWRC Chairman Stanislav Todorov participated in the Council of European Energy Regulators (CEER) and European Agency for the Cooperation of Energy Regulators (ACER) meetings in Paris. Both organizations unite EU energy regulators efforts to implement at national level EU energy policy objectives and market integration with the aim of creating a single European energy market for electricity and natural gas.

CEER discussions focused on regulators role in relation to security of supply and high energy prices challenges. Current aspects of regulatory policies were also updated at the CEER meeting. The participants discussed a report on LNG small-scale services in EU presenting the conclusions of the comparative analysis on available LNG services, access conditions and tariffs in different European LNG terminals. Practical implementation of the new EU legislation proposal affecting the natural gas market and national regulatory authorities experience with regard to dynamic regulation in response to energy system changes were also discussed. Cybersecurity in the energy sector as well as distribution system operators roles identified in the Clean Energy Package were among the other CEER meeting topics.

On 6 April 2022 national regulators participated in the meeting of the Agency for the Cooperation of Energy Regulators (ACER). As a Community body established by the Third Energy Package of the EC, the Agency is an independent organization that provides an EU-level framework for cooperation between regulators and plays a key role in the integration of EU electricity and natural gas markets.

National regulators participated in a Roundtable on high energy prices and security of supply situation. Discussions were held on the EU legislation proposal affecting the natural gas market and the Assessment of the EU electricity Market Design, which is currently performed by ACER at EC request.
